Ho Chi Minh City Launches MICE Tourism Support Policy
1. MICE Support Policy
Ho Chi Minh City is implementing a support policy to attract MICE tourist groups attending conferences, seminars or exhibitions combined with sightseeing activities in the city.
The policy is implemented under Resolution No. 62/2025/NQ-HDND of the Ho Chi Minh City People’s Council and is valid from December 20, 2025 to December 31, 2030.
The policy applies to travel service enterprises, as well as public and private organizations involved in event, conference and seminar organization, which directly bring tourist groups to Ho Chi Minh City.
2. Eligibility Conditions and Support Items
MICE tourist groups are eligible for support when meeting the following conditions: a minimum of 100 participants per group, at least 03 overnight stays in Ho Chi Minh City, and a sightseeing program in the city lasting at least 02 days, excluding the conference, seminar or exhibition program.
Each group is eligible for support only once and must not receive overlapping support from other state budget programs. All application documents and supporting vouchers must be complete, legal and valid in accordance with regulations.
Support items include:
– Entrance tickets to tourist attractions: support of 15% for groups from 100 – 450 participants, 20% for groups from 451 – 750 participants, and 25% for groups from 751 participants or more; maximum support of VND 20 million per group.
– Venue and meeting room rental costs: support of 15% for groups from 100 – 500 participants, 20% for groups from 501 – 1,000 participants, and 30% for groups from 1,001 participants or more; maximum support of VND 20 million per group.
– Cultural and artistic performances: support of 20% of the program cost, with priority given to programs incorporating traditional Vietnamese art performances; maximum support of VND 10 million per program/group.
– Souvenirs: support for souvenirs valued at VND 1 million per group, prioritizing products awarded in the Ho Chi Minh City Tourism Souvenir Design Competition and Ho Chi Minh City OCOP products.
3. Registration Guidelines and Application Forms
Enterprises and organizations wishing to participate in the support policy are required to prepare the application dossier using the prescribed forms and submit it to the Ho Chi Minh City Department of Tourism for review and appraisal in accordance with regulations.
After the program is completed and approved, enterprises shall prepare the payment request dossier together with supporting documents such as participant lists, program reports, invoices, valid receipts and other related documents.
Currently, the Ho Chi Minh City Department of Tourism is receiving support registration dossiers from organizations and enterprises in accordance with Resolution No. 62/2025/NQ-HDND via email: hcmcmicepolicy@gmail.com.
